Richard Callen


Photo of Richard CallenRetired Public Safety Captain Richard "Rich" Callen is an associate member of the Embassy West management team. In addition to providing expertise to the administrative and marketing side of the business, Rich also assists in developing and teaching Embassy West training courses and maintains an active presence in our operations department.

Captain Callen has over forty years of experience in the public administration, law enforcement and public safety professions as a line officer, command officer and administrator. A graduate of the Los Angeles County Sheriff Academy, his assignments include the patrol division as a patrol officer, training officer, watch commander and academy instructor. Callen was an Aero Bureau patrol pilot, senior search and rescue pilot; qualified pilot in command and instructor pilot in all of the departments fixed and rotary-wing aircraft. He is an experienced investigator in homicide and accidental death cases, vehicle accidents and traffic-related matters, aircraft and maritime accidents and has qualified in both civil and criminal court cases as an expert witness in these matters.

Captain Callen served for a number of years as the Assistant Director of Development Services, Captain of Public Safety and Planning, Multi-Hazard Planning and Operations Commander and the interim City Manager for a major California Coastal Resort City. He planned, developed and managed the City Public Safety Department and coordinated the implementation of the 9-1-1 emergency services telephone system and integrated the dispatchers and operators into the Public Safety Department function. He is a graduate of numerous League of California Cities, California Contract Cities and other government courses and seminars relating to municipal financial management, budget and capital improvement financing, and personnel management. Captain Callen has professional planning experience equivalent to post-graduate degrees with courses and seminars in urban planning, development and environmental science. He is a graduate of the California Department of Justice Public Safety Incident Command System Academy. He is certified by the State of Nevada OSHA as a course developer and training instructor. Captain Callen is a federally-certified training instructor (TAI); and holds a number of FEMA certifications in Incident Command System management.

In the private sector, Captain Callen developed and managed an Orange County California ground-based local courier system to include transport of parcels via helicopter and fixed wing aircraft throughout the Southern California area during the Los Angeles Summer Olympics. He planned and implemented the relocation of operations to the Long Beach, California International Airport including developing and implementation of airport site security plans, polices and procedures meeting FAA, US Customs and City of Long Beach Airport Administration requirements and standards.

Captain Callen is a founding member of the largest Federal agency formation in US History. A supervisor in the national roll-out teams, he oversaw training of initial-hire government screening force and daily operations at various airports across the country transitioning from private sector screeners to federal employees. He retired from the agency in 2008 as a Senior Aviation Operations Security Manager at McCarran International Airport, Las Vegas, Nevada. Captain Callen recently developed for regional presentation, the federally-mandated Terrorist Awareness and Recognition (TARR) courses. He managed and presented the program to Southern Nevada public transit agencies under a grant from the federal government.

Captain Callen is the author of "Become a 9-1-1 Dispatcher – Your Personal Career Guide", published by Career Publishing Inc., Orange, California and a novel "Dolphin's Run", published by Dog Eared Publishing, Indianapolis, Indiana.
